Per-release changelog will live here. RC1 is the first release; the canonical entry-points until the formal changelog starts are the validation and release-notes documents in the repository.

• Orula and Gu introduced as bounded agents (RC0 had no agent layer).
• DDSN pilot disabled-by-default lands in atlas-core.
• Operator System tab promoted into a sibling mobile app.
• Snap-local Docker socket convention documented.
• Five incident runbooks under docs/security/runbooks/.
